Pushbullet works great for me. Notifications on all my devices and texting to and from any of them. I even get notifications of phone calls but admittedly must answer those on my cell ;^)
They are doing everything they can to get you on the phone:) This is a cool addition thanks for sharing!

You can make phone calls via Hangouts on your Chromebook already. And if you have Google Voice, you can receive calls :)

You need a handset.
