Sure. Do it like traditional TV with one participant (a solo Hangout from only 1 location) or have each member of the panel as a participant (up to 10, each from a remote location).
Prema Qadir What is the layout of the situation? Do you want to project an HOA to an audience, or simply include a panel on stage altogether into an HOA and perhaps bring in some of the audience members too?
Prema Qadir It sounds like you just need to grab the house sound. Ask the house sound engineer about that. Maybe he can give you a line-in to your computer connection. Are you just using a webcam for the video?

Prema Qadir Well I can help you with Wirecast but don't know much about the other things you mentioned. I have a C920. You need to practice getting this set up at home first. You don't need Wirecast to do a simple Hangout. I would suggest keeping it simple since you have not used much of the equipment you have mentioned.
Prema Qadir i am sorry I didn't catch the handoff by Andrew Hatchett till now. I live stream in room presentations on a regular basis. Your HD camcorders will probably have an optical zoom which will make them better for capturing the panel at a distance. Webcams generally do poorly when pointed at subjects at distances beyond 15 feet or so. It is a good idea to tap the in-room audio mixer to provide all audio to your live stream. Turn off the mics on all your cameras, use only the audio feed from the PA system. if you have the hardware to allow your two camcorders to feed into your host machine running wirecast, you will be in good shape. you can prepare transparent PNG files with the names of the panelists to use as "lower thirds." use those on a layer above the cameras. if you would like to see some examples of how I do this sort of thing, go to Hawaii Tech Works' You Tube channel and watch any of the Tech Tuesday videos. contact me via G+ if you think I can assist you in getting prepared for your event.
You need to do a whole lot of livestreaming practice videos. I would say just keep doing them. I make mistakes all the time and have to start from the beginning and delete much of my stuff. It's getting easier for me to get on the air but I still have trouble with shot setup. I'm always using my Wirecast though which is not part of Hangouts so I'm always making it more complicated than it needs to be.
Prema Qadir I used this software to capture a clip out of a livestreaming gaming broadcast: http://pixelmetrics.com/CapWizPro/ Then I just selected to make it a gif and uploaded the gif to my profile. In fact that camera work was done on Wirecast.
