Perhaps if you start via Google Forms or something you could then maybe embed it into a post, but I'm really not sure! At the least you could direct someone to your survey.
I recall that you can run a google forms survey in the upper left quadrant in Business Hangouts if that helps you out.
You question was about an Event. No you cannot in an Event. You can embed a poll into any post.
As Lon McClure mentions in a Business Hangout you can for sure put the link to a poll into the upper right quadrant.
