you control the amount of posts you see from each circle. So if they are in a circle that you have as receiving HIGH amounts from, then you will see their stuff a lot. got to your home stream, select the circle under the "more" tab - in the right corner you will see a box that allows you to turn off notifications and or turn up or down the amount that is shared and if it appears in your home stream or not

yes, if you really want to keep them in circles but NOT see their stuff - add them to a circle you do NOT get notified about and remove from home stream check box.
one more caveat - if you are getting notifications when someone posts and you think you have done all of this - it is because you have them in circles, they have you in a circle AND they shared with that circle. I believe When sharing posts, if you share with a specific circle it acts differently than if you were to share just to public.
